The underpass didn't have any markers when Patricia Gutierrez and her 16-year-old daughter, Melissa Rojas, tried to drive through it during a rainstorm two weeks ago. Both drowned in a sport utility vehicle that was eventually submerged in about 10 feet of water. Another underpass nearby also will be marked, a Texas Department of Transportation official said. Stuart Corder made the announcement Saturday during a meeting to address ways to prevent underpass flooding and warn drivers of dangerous conditions. The Vote Yes! spots, which were quickly challenged by Kentucky American as inaccurate, encourage listeners to approve a Nov. 7 referendum that would restart the city's condemnation action against the utility. The company's ads urge a "no" vote. Former Mayor H. Foster Pettit, who is the Vote Yes! chairman, said the radio ad campaign will cost about $20,000. "It's not television ... but that's probably the best we can do," said Pettit, who is the Vote Yes! chairman. The radio spots feature Ralph Hacker, a former University of Kentucky sports radio announcer.
